I think he's referring to a market situation where instead of independent players competing with that competition driving innovation and efficiency, a single player owns everything which typically results in stagnation and poor service.

The latter situation is what happens under socialism, and it really doesn't matter whether the single player is the government or privately owned, the effect is the same.
